UK Parliament declares climate change emergency

This proposal, which demonstrates the will of the Commons on the issue but does not legally compel the government to act, was approved without a vote. Labour leader Jeremy Corbyn, who tabled the motion, said it was "a huge step forward". Environment Secretary Michael Gove acknowledged there was a climate "emergency" but did not back Labour's demands to declare one. The declaration of an emergency was one of the key demands put to the government by environmental activist group Extinction Rebellion, in a series of protests over recent weeks. Addressing climate protesters from the top of a fire engine in Parliament Square earlier, Mr Corbyn said: "This can set off a wave of action from parliaments and governments around the globe. USMCA, Trump’s new NAFTA deal, explained in 500 words

It’s known as the United States-Mexico-Canada Agreement, or USMCA. President Donald Trump, during his 2019 State of the Union address, encouraged Congress to approve the USMCA and replace “the catastrophe known as NAFTA” and “deliver for American workers like they have not had delivered to for a long time.” But the USMCA is essentially NAFTA 2.0, with a few updates. The pact has been tweaked to include changes for automakers, labor and environmental standards, intellectual property protections, and digital trade provisions.

Here are the biggest changes: Country of origin rules: Automobiles must have 75 percent of their components manufactured in Mexico, the US, or Canada to qualify for zero tariffs (up from 62.5 percent under NAFTA). Labour MP Stephen Kinnock attributed the remarks - which he said were in French - to Michel Barnier after a meeting in Brussels. EU Commission spokesman Margaritis Schinas urged journalists to wait for a transcript to be published. The Chequers plan contains some "positive elements", he added. The UK is leaving the EU on 29 March 2019, and negotiations are taking place between the two sides.

Brexit Secretary Dominic Raab has been meeting Mr Barnier for more negotiations as the two sides seek to reach an agreement before a summit in October. In July the government set out how it wants to trade with the EU - and avoid new border checks in Northern Ireland - after a summit at Chequers, the prime minister's country residence.
