A junior high student, Jaquan, was riding bikes with some friends when an Allentown police officer stopped him and accused him of “crossing against the light.” According to Jaquan, he did not cross against the light. However, the conversation would quickly shift from a jay-walking accusation to the officer demanding to know the teen’s name. If the teen does not provide his name, the officer says, he’ll arrest him. It should be noted that Pennsylvania is not a stop and identify state. Of course, not giving one’s name to police during your interaction with them could increase the possibility of arrest or a prolonged detention. Jaquan was merely exercising his 4th and 5th Amendment rights, and he was arrested for it. During the video, Jaquan’s friends made the interaction more difficult by heckling the young man. Mercado, 45, was arrested in August 2013 for attempting to sell a small amount of heroin to an undercover officer. He died in in jail at Rikers Island 15 hours later, as corrections officers ignored his pleas for help and his quickly worsening symptoms. The video shows Mercado collapse face-first when officers open the cell door. Rather than check his condition, officers step over and around his prone body. On August 1, Joseph Hutcheson stumbled into the main lobby of the Dallas County jail after abruptly leaving a hospital against doctors’ advice.
He was incoherent and asking for help. But newly-released video shows Dallas County Sheriff’s deputies tackling him to the ground instead. Minutes later, Hutcheson was dead. Hutcheson, 48, parked his car outside the facility and came into the lobby asking for help and saying his wife was out to kill him, local WFAA reports. In the video, it is clear Hutcheson is not well. “My brother needed help,” James Hutcheson, told WFAA. Hutcheson had checked into a local hospital just after 4 a.m. that morning.
