December 12, 1787 After the Pennsylvania Convention ratified the new constitution on December 12, 1787, by a vote of 46 to 23, twenty-one members of the minority signed a dissenting address that ap peared in the Pennsylvania Packet and Daily Advertiser on December 18, 1787.
