Il Congresso di Vienna Nella storia che tutti abbiamo imparato a scuola, il congresso di Vienna è il simbolo di quella diplomazia della restaurazione, incarnata soprattutto dall’Austria di Metternich, che si poneva come ostacolo all’emancipazione dei popoli e in particolare al processo di unificazione italiana. Nella sostanza questa immagine riflette la realtà, ovvero il tentativo di tornare alle regole dell’antico regime, passata la tempesta delle guerre rivoluzionarie e napoleoniche. Ma questo tentativo fu attuato con misura, sempre tenendo fermo l’obiettivo di uno stabile equilibrio fra le potenze europee: la Francia non fu punita in termini di territorio e a Napoleone, che aveva messo a ferro e fuoco l’Europa, non fu torto un capello.
