International Olympic Committee (IOC) member Yoo Seung-min has taken on a key role ahead of the Paris 2024 Games.
The IOC Executive Board on Tuesday appointed three new members to the Eligible Representative Panel, which will review the eligibility of Russian and Belarusian Athletes of Independent Nationality (AIN) for the Paris 2024 Olympic Games, including Yoo.
The IOC Executive Board established the Eligible Representative Panel to review the eligibility of AINs to assess the eligibility of each athlete and support staff holding a Russian or Belarusian passport who has qualified or may qualify for the Paris Games. The Panel will consist of three members," the announcement said.
IOC Vice-President Nicole Hoebertz will chair the panel, which will include Athens Olympic table tennis gold medalist Yoo Seung-min (Vice-President of the IOC Athletes Commission) and NBA superstar Pau Gasol, who was elected to the IOC Athletes Commission at the Tokyo Olympics. IOC Chief Ethics and Compliance Officer Fakeret Girard Jafeli will serve as AINERP Secretary General. The IOC announced that AINERP and the IOC Executive Board will be authorized to invite individual neutral athletes and their support staff to participate in the Paris 2024 Olympic Games.
IOC President Thomas Bach, a former gold medalist in fencing at the Montreal Olympics, has a strong record of trust and affection for Seung-min Yoo. The four-time Olympic champion table tennis player was elected to the IOC at Rio 2016 and has served on the IOC Executive Board for the past eight years, including as President of the Pyeongchang 2018 Olympic Village, President of the Pyeongchang 2018 Olympic and Paralympic Foundation, and President of the Gangwon 2024 Youth Olympic Games, Human Rights Advisory Commission, Sustainability and Legacy Commission, and the 2028 Los Angeles Olympic Games Coordination Commission, the AIN recognizes the skills and passion of a young, smart sports administrator who has spent the last eight years actively advocating for the Olympic Movement and the rights of Olympians in the IOC.
The AIN will be available to athletes holding Russian or Belarusian passports who have qualified through the existing qualification system of their sport's International Federation (IF), subject to strict eligibility criteria decided by the IOC Executive Board on December 8, 2023. Athletes and support personnel actively supporting the war are not eligible to compete, nor are athletes and support personnel contracted to the Russian and Belarusian armed forces or security services responsible for the war. The flags, anthems and colors of Russia and Belarus may not be displayed anywhere during the Olympic Games.
Of the 6,000 quotas allocated for the Paris 2024 Games, the IOC Executive Board estimates that 12 AINs with Russian passports and seven AINs with Belarusian nationality have already qualified, with 36 Russian and 22 Belarusian athletes expected to qualify in the future. A maximum of 54 Russian and 28 Belarusian athletes are expected. Three years ago, 330 athletes from the Russian Olympic Committee and 104 from the Belarusian Olympic Committee competed at the Tokyo Games.
The IOC has finalized the AIN flag and anthem to symbolize the individual neutral athletes. The AIN flag will be displayed and the AIN national anthem will be played at the awards ceremony. The AIN medals will not be counted in the medal standings and the AIN athletes will not participate in the Opening Ceremony team parade, but will be given the opportunity to experience the Opening Ceremony.
