Commander Engineer in a Cruiser Cruisers are designed to be the brutes in the game and soak up a lot of damage. They CAN be outfitted to fight, and they fight well while surviving well, but we are talking about their true innate roles so let's go with Brute. What do you need to begin with? Good shields, the best you can buy. I always choose moderate shield strength and high recharge. This combination works with my Cruiser play style which is aggressively defensive. Turning is not as important to my Cruiser's survival as it is with an Escort. The real key is the survival of your ship. But it's the OTHER stuff you do that will save the day. Wait a few seconds to see what happens then reinforce your shield and hit the science officer power that stops your target from shooting you, wait a few seconds then Spread the shields power across all shields.

Mission: Patrol the Risa Sector. Character build theory - Star Trek Online Forums. Quote: Too much ground. Only spec into a ground skill if you want to be able to teach the skill being 9/9 in it will unlock/are going to do ground PvP.
Or, you know, you use the Bunker kit , like most Engineer's do for the vast majority of PvE. Contrary to popular belief, a few points wisely invested in turrets and related skills helps, especially with being able to train away team BO's with Turret Fabrication III. I would agree that spending points hog wild in ground skills is a waste. Tactical team leader is kinda pointless. Science team is also a decent shield heal, so "only good for getting rid of debuffs" isn't entirely accurate. That said, I don't think I'd be spending many points in Tactical/Science team leader either. Lt & LtC skills go to 7 (execpt Technician, which you almost have to spec 9/9 so you can teach Engineering Team 3). Consider Tetryon weapons if it turns out you have the skillpoints for them.
